The Mall Corporation purchased Blackburn’s Shopping Centre in 2004. The scheme is jointly owned by Blackburn and Darwen Council.
Colman Architects was appointed in 2004 and, following a complete review of the scheme, has developed plans for a £34 million, 250,000 sq ft extension which will significantly strengthen the Shopping Centre and the regeneration within the city centre.
The works includes a 3 storey extension comprising 20 new retail units ranging in size from 4,000 sq ft to 50,000 sq ft. There is a 68,000 sq ft undercroft area to house a continental style market which will accommodate approximately 86 local market stalls. 200 car parking spaces will be created on a new upper level car park.
A double height mall and 3 storey glazed atrium at the heart of the extension will complete the Mall circulation loop.
The newly completed clock tower is an elliptical shape with an envelope of structural glazing finished with glass and steel balustrade, enclosing a central lift shaft with open edged staircase with special colour-changing lights fitted into the different levels.
The clock tower and landscaping for King William Street Square will enhance the area and refurbishment of the existing mall will include new toilets and a new management suite.
